YES for EG-WG towns travelling also will become easy. These bypass lines helpful when there track issue due to flooding or some other issue. But is railways really interested on this project is what we have to see.

They are constructing 5-6 times bigger bridge on Ganga near Patna. I dont think this small bridge is issue for railways. All we need proper leaders to represent it.

Identification of land and make it available is in state govt hand. Even though center announced a project , if state govt failed to give the land means it will think about alternatives. If it roads and railways project will be stopped until they get it.
