Timing restrictions for PNR predictions need a revisit as even a 5 to 10 minute restriction will also save the same purpose what 30 or even 60 minutes would do. In such a case, it is best to keep the restriction to a bare minimum limit of 10 minutes. Please cast your vote accordingly.

There can be a few reasons why some RMs end up doing bulk refreshes.
Firstly, it's nothing but their own hyper activity that doesn't allow others to contribute equally. When such RMs themselves have decided to refresh almost everything, they should really not blame others for non-contribution. Also, nobody expects anybody to do everything here, like you've always reiterated in the past.
