Well yes, Quota is directed to clear GNWL, but that are booking quotas (not earmarked ones).
I have seen in summer peak two PNR getting cleared, with following detail:

2. YPR-HWH: 2A-CKWL-10 (YPR HWH Exp, with 1 only)
3. Karnatak Exp: Mr. Gaurav A - GNWL 10 (or 15) shrinked down to RAC-15 (NDLS-SBC), while KOP/MMR-SBC CKWL-24/27 (has been cleared many times for the same train)
And n number of examples i do have!!
PS: I have logic to my uderstanding & by no mean i can understand, CKWL-10/11 (with 1-1.5 2A Coaches) getting cleared, with your mentioned logic/circular or whatever. Seems once again, historical data are been discussed here, contrasting current reality)
