Local rail where it is not popular now can not made popular due certain factors:
Major is railway belongs to IR
IR can not suffer it's existing choked lines due to new Local trains Just see how many trains went MYS/BNC due to capacity problem at YPR/SBC

city like HYD/MAS/Calcutta have strong local train system but BLR in spite of huge growth is unsuitable for local train system.
I still wonder who planned Metro termination at BYPL a place no where ignoring KR Puram and beyond the most needy places.

Any problem in running few 3-4 coach trains from BNC to Airport?? Metro is a wasteful expenditure and will take another 20 years.
BMTC and cab operators to be taken into confidence. How about a joint venture between SWR,BMTC and Cab association for this project?!? Win Win situation?????

The NHAI constructed elevated highway on Bellary Road just for Airport investing big amount with Toll system a cash cow of long period for every stack holder.

People here do not have the luxury of choice when it comes to public transport. So, any system of public transport will not have any problem in finding patronage. And as far as local train system being unsuitable in Bangalore, I suggest you have a look at Whitefield satellite goods terminal, Hoodi halt, BYPL or Bellandur road stations and see for yourself the sheer number of people depending on the few services that halt in these stations. Easily 30% of the train capacity is on the move at Hoodi and SGWF stations (especially on the SBC-MKM passenger in the morning and the AJJ-SBC passenger in the evening, two trains that I frequently take). Many people here are familiar with the regular train timings and many office goers and commuters can be seen at these stations during office timings to travel towards majestic.

Even HYD does not have dedicated tracks for local trains and SC is equally congested, but SCR is managing to provide a very good MRTS service in the city. They have made good utilization of the existing IR network before moving on to the costly options like Metro.
As far as choking lines is concerned, the YNK-KJM/BYPL route is hardly congested. Only 5 trains in each direction take this route daily ( between 6 AM and 9 PM), While the YNK-airport section has only 3 trains in the entire day, with practically no freight movement!
Similarly the HSRA-SBC route has no trains originating from SBC between 7:15 AM and 2:55PM and no trains from HSRA to SBC between 8:30AM and 2:50PM and with no significant freight traffic! Close to 7.5 hours of no service on this route! This is a serious under-utilization of resources.
With such gross under-utilization of routes, isn't it foolish to give more priority to a >35,000 crore Metro project that would take a decade to go through because of the extremely dense urban settlements in it's route, when a project that would cost hardly 2% of the Metro, with zero impact on city life and promises a faster return of investment is feasible?

For Metro you are not convinced, For Rail IR not interested.
Let live as it is. (However it is not fair to rubbish Metro on anticipated decade delay, So called high cost. Instead blame lethargy of system who failed to deliver Metro on time and even today failed to expand it
