For People looking to travel from Pune/Mumabi to Bangalore, book ticket to Hosur (HSRA) and you may pay for the extension from to Bangalore (SBC) by approaching the TT before you reach Hosur(HSRA). This will cost you negligibly more but will provide PNRs in general quota which gets cleared easily

Well I think it means that PUNE to SBC is in PQ and may be PUNE to HSRA is in GN.....so probability of confirmation is more, if tickets are booked from PUNE to HSRA instead of PUNE - SBC.....

we railfans have spend a lot of time to learn these tips.. but making it public is not a good practise .(do u know railways never made such things public because they themselves know that some things are to kept secret) even the TTE does not know BP change.. his chart also do not have that information....one day we railfans will not get cnf tickets ...

He is not talking anything about the quotas or the probability of confirmation. He is asking why there is a need to go to tte for extension when you book a ticket till HSRA which comes after SBC.
